The recent disruption around the Strait of Hormuz made the logistics case much more concrete. Maaden's emergency operation grew from roughly 600 trucks to around 3,500, showing that Saudi highways can become a strategic freight bridge when maritime routes become unreliable.
The economic case is mostly about utilization, not replacing scarce drivers. Autonomous trucks could spend more hours moving each day, but Saudi operating data does not yet prove that the savings will outweigh the extra hardware, maintenance and autonomy costs.
Saudi Arabia is unusually well suited to long-haul autonomy on paper: long corridors, a 500,000-plus truck fleet, expanding logistics infrastructure and a regulatory framework already in force. Heat, dust and the jump from supervised autonomy to thousands of unmanned heavy trucks are the less convenient parts of the story.
If HUMAIN and Applied Intuition actually deploy thousands of Level 4 trucks by 2030, Saudi Arabia would move into the top tier globally. The milestone that matters first is simpler: a Saudi truck carrying paying freight over a meaningful route with nobody sitting in the cab.

Saudi Arabia has moved beyond a small autonomous-truck trial: HUMAIN and Applied Intuition now want thousands of autonomous trucks running on major Saudi logistics corridors by 2030.
The agreement announced this week is a long-term commercial partnership between HUMAIN, the Saudi AI company backed by the Public Investment Fund, and Applied Intuition, the California company building autonomous-driving software. Applied Intuition will supply its Self-Driving System, Vehicle OS and related technology, while HUMAIN brings Saudi AI infrastructure and the ability to coordinate a national deployment.
There are already trucks in Saudi Arabia, and Applied Intuition has opened an office in Riyadh. That gives the project more substance than an agreement to study autonomous driving someday.
The huge fleet, however, remains a target. Neither company has disclosed the contract value, the exact number of trucks, the manufacturers supplying them, the first commercial routes or a year-by-year rollout. “Thousands of autonomous trucks” currently tells us how big Saudi Arabia wants this to become, rather than how big the operation already is.

Q2Why does Saudi Arabia want driverless trucks now?
Saudi Arabia has a much stronger reason to care about autonomous trucking these days because a recent regional shipping crisis showed exactly how valuable its highways can become when normal maritime routes stop working.
When disruption around the Strait of Hormuz hit Gulf trade earlier this year, Saudi mining company Maaden suddenly had to move fertilizer from the Gulf side of the country to Red Sea ports. According to The Wall Street Journal, the operation started with roughly 600 trucks and eventually reached about 3,500, with vehicles running almost continuously and often using two drivers.
That was an unusually large real-world stress test. A Saudi company that normally relies heavily on maritime exports had to create an overland freight bridge across the country within weeks.
It also exposed the limit. A fertilizer ship can carry tens of thousands of tonnes in one trip, while a heavy truck carries only a few dozen. Road freight will never replicate maritime capacity economically for everything.
But Saudi Arabia learned something useful: highways can keep critical exports moving when a maritime chokepoint becomes unreliable. Making those highways easier to operate around the clock suddenly has strategic value well beyond saving money on a truck driver.
Q3Is Saudi Arabia already dependent enough on trucks for autonomy to matter?
Saudi Arabia already has a huge trucking economy, so even a small productivity improvement across long-haul freight could become meaningful at national scale.
The Saudi Transport General Authority said this year that more than 500,000 trucks were available in the Kingdom, supported by around 18,500 licensed transport companies. These trucks connect ports, airports, industrial cities, warehouses and borders.
The broader freight numbers show why roads remain important even as Saudi Arabia invests heavily in rail. GASTAT's latest comparable annual statistics recorded 25.7 million tonnes moving through road border crossings in 2024. That figure excludes domestic truck movements between Saudi ports, factories and distribution centers, so it captures only one part of the country's road-freight activity.
Saudi Arabia is also adding the infrastructure around those movements. The national logistics-center plan covers 59 sites across the country, while GASTAT counted 23 activated centers covering 34.6 million square meters in 2024.
Autonomous trucking therefore has a large existing network to plug into. Saudi Arabia does not need to invent demand for long-haul trucks; it needs to prove that autonomous vehicles can move some of that existing demand better.

Saudi Arabia should keep moving heavy bulk freight onto trains, but rail cannot give the country the same flexibility as a truck network reaching ports, factories, warehouses and border crossings.
Saudi rail already proves its value. GASTAT recorded about 15.6 million tonnes of rail freight in 2024, up 9% from the previous year. Roughly two-thirds of that tonnage consisted of bauxite and phosphate, exactly the kind of repetitive, high-volume cargo that rail handles well.
Road freight solves a different problem. A train needs tracks, terminals and fixed schedules. Trucks can leave an industrial site, change destination, reach a different port or cover the final stretch from a rail terminal to a warehouse.
The recent Gulf disruption made that flexibility especially visible. Companies could redirect trucks across Saudi Arabia far faster than they could build a new railway.
Autonomous trucks fit best into this mixed system. Rail can keep absorbing predictable bulk flows, while autonomous vehicles could make repetitive highway legs between logistics hubs cheaper and easier to run continuously.
Q5Can driverless trucks actually make Saudi freight cheaper?
Driverless trucks could eventually cut Saudi long-haul freight costs, but anyone claiming large savings today is getting ahead of the evidence.
The economic attraction comes largely from utilization. Human-driven trucks cannot operate indefinitely without driver changes and rest periods. An autonomous tractor that can safely keep moving for much longer each day spreads its purchase price over more revenue-generating kilometers.
Recent US numbers show why the industry is getting interested. Goldman Sachs Research currently estimates that adding autonomous hardware to a truck can cost roughly $125,000 to $150,000, making the technology expensive at low utilization. Its latest model expects autonomous trucking to become cost-competitive with human-driven trucking in the US around 2028 as hardware prices fall and autonomous fleets accumulate more miles.
There are already more aggressive examples. Bot Auto has reported autonomous deliveries costing about $1.89 per mile versus an industry conventional-truck average of roughly $2.26 per mile. One company's routes do not establish an industry-wide cost curve, but they show that the theoretical saving is starting to appear in actual freight operations.
We cannot transfer US cost-per-mile numbers directly to Saudi Arabia. Saudi fuel prices, wages, insurance, maintenance and regulation are different. Until HUMAIN publishes real Saudi operating data, the cost argument remains plausible rather than proven.
Q6Is Saudi Arabia building driverless trucks because it lacks drivers?
A shortage of Saudi truck drivers does not appear to be the main reason for the autonomous-trucking push; the stronger case is getting more freight capacity out of each vehicle.
Saudi logistics is certainly labor-intensive. GASTAT counted 442,000 active drivers in the delivery sector alone in 2024, including 302,000 non-Saudis. Delivery drivers and long-haul truck drivers are different workforces, so those numbers cannot be used to claim a national heavy-truck shortage.
More importantly, neither HUMAIN nor the Transport General Authority has based the current autonomous-truck program on a published shortage figure.
Autonomy still changes the labor equation. Long highway journeys currently consume a driver's time for every hour the truck moves. A mature hub-to-hub autonomous system could let humans handle terminals, complicated local routes, maintenance and remote operations while software covers repetitive highway driving.
The basic story is productivity. Saudi Arabia could move more freight without needing driver headcount to rise at exactly the same rate.

Saudi Arabia is starting its big physical-AI push with trucks because repetitive highway freight is a cleaner problem to automate than carrying passengers through messy urban traffic.
Long-haul trucks can repeatedly travel between the same ports, warehouses and logistics hubs. The road environment still contains plenty of difficult situations, but the operational area can be tightly defined. Developers know where the truck starts, where it ends and which roads it is allowed to use.
Saudi Arabia's own robotaxi experience shows the difference. The country's initial autonomous passenger service in Riyadh was already carrying passengers in 2025 with Uber and WeRide, but safety officers remained inside the vehicles. More than 950 passengers had used the service by October that year, according to the Transport General Authority.
That pilot is useful, yet urban passenger transport brings pedestrians, pick-up zones, small streets and constantly changing traffic behavior into the problem.
Freight corridors offer a simpler first route toward serious scale. Saudi Arabia can automate long highway segments first and leave complicated first- and last-mile driving to humans while the technology improves.
Q8Is Saudi Arabia actually a good place for driverless trucks?
Saudi Arabia has unusually good geography for autonomous trucking, although its heat and dust make the hardware side harder than the clean highway map suggests.
The Kingdom has more than 200,000 kilometers of roads, according to Invest Saudi, with long stretches connecting Riyadh, Gulf ports, Red Sea ports, mining areas, industrial cities and international borders. Those repeated long-distance routes are attractive for autonomy because the same vehicles can accumulate huge mileage inside relatively predictable operating areas.
Traffic density also tends to become simpler once trucks leave major cities. That gives autonomous systems long highway stretches without the constant pedestrian and intersection complexity found in dense urban driving.
The desert creates its own problems. Cameras and lidar have to keep working through dust, blowing sand and intense heat, while onboard computing systems need reliable cooling. Research into autonomous perception has repeatedly found degraded sensor performance in poor visibility, and Saudi researchers have specifically studied lidar noise caused by airborne dust.
Applied Intuition has experience with autonomous systems in mining and other harsh industrial environments, which helps. Still, thousands of unattended Saudi highway journeys will tell us far more than controlled testing.
Saudi Arabia looks like a good place to scale autonomous trucking once the environmental reliability is solved. Solving California or Japanese highways does not automatically solve the Saudi desert.
Q9Are Saudi laws ready for trucks with nobody in the cab?
Saudi Arabia has now built a real legal framework for autonomous vehicles, but mass deployment of unmanned heavy trucks would push that framework into territory the country has not yet demonstrated publicly.
The Saudi Standards, Metrology and Quality Organization approved its Technical Regulation for Autonomous Vehicles in 2025, and mandatory application began in 2026. Saudi Arabia had already started operating autonomous passenger vehicles on public roads in Riyadh before that framework became mandatory.
The progression is fairly clear. Regulators first allowed controlled autonomous operations, then established national technical requirements, while public-road experience accumulated under direct supervision.
The remaining jump is substantial. Riyadh's early passenger vehicles operated with safety officers. HUMAIN ultimately wants heavy trucks to deliver the economic benefit of autonomy, which becomes much more attractive once a full-time safety driver is no longer sitting inside every cab.
Saudi regulation is ready for serious testing and deployment today. We have not yet seen proof that authorities are ready to approve thousands of 40-tonne trucks operating without anyone onboard.

HUMAIN is leading Saudi Arabia's driverless-truck program because the country wants the trucks to become the first large physical use case for the AI infrastructure it is already building.
PIF launched HUMAIN in 2025 to cover the entire AI stack, including data centers, cloud infrastructure, models and applications. More recently, PIF's new strategy has continued to emphasize advanced AI and stronger domestic economic ecosystems.
Autonomous trucks connect those two ambitions nicely. HUMAIN can use Saudi compute infrastructure to support vehicle models, simulation, fleet operations and continuous software improvement, while the vehicles create large amounts of real-world driving data.
The partnership also goes beyond trucking. HUMAIN and Applied Intuition have already identified ports, mining, manufacturing, agriculture, construction and robotaxis as possible next areas.
That gives the trucking investment a second payoff if the technology works. Saudi Arabia gets a freight system, while HUMAIN gets experience operating AI-controlled machines in the physical world. The software, simulation infrastructure, safety processes and remote-operations capabilities could then be reused elsewhere.
Q11Does Applied Intuition actually know how to build driverless trucks?
Applied Intuition has enough real trucking experience to make the Saudi project credible, but it has never deployed anything close to the Saudi scale being discussed.
The most useful example is Isuzu. Applied Intuition and Isuzu currently run second-generation autonomous trucks every day on a roughly 450-kilometer commercial logistics route between Tochigi and Aichi in Japan. The vehicles carry real cargo, and the two companies have been testing autonomous trucks on Japanese public roads since 2025.
The important detail is that safety drivers are still involved. Isuzu's roadmap aims for a Level 4 autonomous-truck business in fiscal 2028.
Applied Intuition therefore arrives in Saudi Arabia with road experience, commercial freight experience and an actual truck manufacturer already integrating its technology. Those are meaningful advantages over a startup showing only closed-course demonstrations.
The Saudi plan asks for another order of magnitude entirely. Going from a few carefully monitored commercial routes to thousands of vehicles across a country will test manufacturing, maintenance, remote operations, regulation and reliability as much as the driving software itself.
Q12Would thousands of driverless trucks really make Saudi Arabia a world leader?
Saudi Arabia would jump into the top tier of autonomous trucking if it actually puts thousands of fully driverless heavy trucks into commercial service, because today's leading Level 4 fleets are still far smaller.
Aurora offers a useful benchmark. The US autonomous-trucking company currently plans to finish the year with about 200 driverless trucks in operation. Its manufacturing partner is preparing capacity equivalent to roughly 1,000 trucks per year, showing that even one of the most advanced US programs is only now entering industrial-scale production.
China has larger intelligent-truck fleets, but the autonomy level changes the comparison. Inceptio has more than 4,000 intelligent heavy trucks operating commercially, yet much of that fleet uses Level 2+ or Level 3 technology, where a driver still plays an important role.
This distinction is crucial. Ten thousand trucks with advanced driver assistance would tell us far less about the Saudi project than 1,000 vehicles legally moving freight with nobody behind the wheel.
As seen above, HUMAIN and Applied Intuition are aiming for thousands of autonomous trucks by 2030. Reaching that target with genuine Level 4 operations would put Saudi Arabia in unusual territory globally.

Driverless trucks could remove fatigue and distraction from some long highway journeys, but Saudi Arabia currently lacks enough autonomous-truck mileage to claim a measurable safety improvement.
The size of the road-safety problem is clear. Saudi Arabia recorded 4,282 traffic deaths and 24,077 injuries in 2024. A peer-reviewed study published last year estimated that road crashes had cost the Saudi economy SAR 137.6 billion in 2022, equivalent to about 3.3% of GDP.
Autonomy targets several common human failure modes directly. A computer does not become sleepy after hours of monotonous driving, check a phone or lose concentration near the end of a shift.
Putting a computer in control creates different risks too: sensor failure, software errors, unusual road situations and cybersecurity problems. Heavy trucks also carry far more destructive energy than passenger cars when something goes wrong.
For now, safety belongs in the upside case rather than the proven results. We would need millions of Saudi autonomous kilometers, together with transparent crash and disengagement data, before saying that driverless trucks have made Saudi roads safer.
Q14Is Saudi Arabia's autonomous-truck plan another megaproject that may never scale?
Saudi Arabia's autonomous-truck plan has more substance than a futuristic concept announcement, although the hardest part of the project still lies ahead.
Several pieces are already real. Applied Intuition has vehicles in the Kingdom and a team in Riyadh. Saudi Arabia has mandatory autonomous-vehicle technical rules. Public autonomous driving has already started in Riyadh. The country also has a huge freight fleet and a road system that gives autonomous trucks plenty of commercially useful routes.
What we still lack is the evidence that turns a serious project into a scalable business. HUMAIN has not named the truck manufacturers, disclosed the capital commitment, published the first route economics or shown an unattended commercial Saudi freight service.
Those missing details deserve more attention than another ambitious fleet target. Autonomous trucking becomes especially interesting economically when the truck can run without a driver sitting there as backup. Until Saudi Arabia reaches that point on a repeatable commercial route, the biggest promise remains unproven.
The project is credible today, but still early. The milestone worth watching next is a Saudi truck carrying paying freight over a meaningful route without a safety driver.

The conclusion is fairly strong: the driverless-truck investment makes strategic sense even before the technology reaches its promised scale. Saudi Arabia has a genuine freight use case, unusually suitable long-haul corridors and a broader reason to learn how to operate physical AI.
The ambitious part is execution. Turning the current program into thousands of commercially useful Level 4 trucks would put Saudi Arabia near the front of autonomous freight globally. Until that happens, the strategy is convincing while the scale remains a bet.

We broke it into distinct analytical dimensions covering deployment reality, freight resilience, the existing logistics network, road-versus-rail fit, economics, labor, operating conditions, regulation, strategic fit, supplier maturity, international benchmarks, safety and execution risk.
For each dimension, we looked for the freshest relevant evidence and gave the most weight to information closest to the underlying event. Company disclosures were used to establish what has actually been announced or deployed; Saudi government statistics and regulatory documents were used for infrastructure, freight, safety and legal questions; operating disclosures from autonomous-trucking companies were used for real-world benchmarks; and peer-reviewed research was used where the question depended on technical or safety evidence. Tier-1 reporting was added when it contained important recent operational information that was not available in primary public datasets.
We kept different stages of evidence separate. Something already operating commercially was treated differently from a pilot, a signed program, a scheduled deployment, a company target or an external forecast. International autonomous-trucking programs were not compared on fleet numbers alone: autonomy level, whether a safety driver was still required, commercial use and actual deployment status were considered alongside scale. International cost data was used to test whether the economics of autonomy are becoming credible, not as a substitute for Saudi operating data.
The final assessment comes from aggregating these individual findings rather than allowing one impressive number or announcement to determine the answer. We gave observed operating evidence more weight than projections and looked for conclusions that remained persuasive across several independent dimensions. That structured aggregation of recent evidence is what lets us move from a broad question with an unclear answer to a more grounded and defensible conclusion.
